A teacher in a lower grade of pay in any category of post is eligible for promotion to higher grade post provided :

he has merit

he has the prescribed qualification and no teacher with the prescribed qualification in the lower grade category of the post is available to which promotion is to be made

no teacher is qualified in the latter cetegory is raised claim for promotion

he has seniority
