The lien of an officer on a permanent post which he holds substantially cannot be suspended when :

Transferred to foreign service and there is reason to believe that he will remain absent for a period of three years or more

When an officer on transfer to a post outside his cadre is due to retire on superannuation pension within three years of his transfer

Appointed to a permanent post outside the cadre in which he is borne

Appointed provisionally to a post on which another officer would hold a lien had his lien not suspened
