if the authority empowered to sanction leave is satisfied that the officer earns an equal amount of half pay leave thereafter

if the authority empowered to sanction leave is satisfied that there is a reasonable prospect of the officer returning to duty on the expiry of the leave

when no other leave with allowance is available at credit of the office
