In other cases, pay will be fixed under Rule 37(a), Part I Kerala Service Rules

If the competent authority specifically orders that the appointment of an officer to the upgraded post involves an enhancement of duties and higher responsibilities and is therefore a promotion, pay will be fixed under Rule 28, 28A or 37(a) of Part I, Kerala Service Rules, as the case may be
