Is it compulsory to insure against fire, private building rented by Govt. for office use ?

No. it is left to the option of the owner. The lease deed should make it clear that Govt. are not liable for damage caused by fire

Must be insured if the office functioning is having valuable documents for preservation

Insurance against fire must be taken at the option of the Dept., occupying it
