What steps are to be taken by a departmental controlling officer if he finds that a portion of revenue due to Govt. is quite irrecoverable

He should treat it as written off

He should take immediately steps to obtain necessary sanction for the irrecoverable arrears to be written off

He shall initiate proceedings under RR Act to realise the arrears due

He should report it to the higher authorities for advice
