Under the rules stipulated in normal course no Govt. servant may enter into a contract for execution of work, unless :

wide publicity has been given to the tender call

funds have been duly provided for or an assurance to that effect has been received from the authority competent to provide them

he is ready with its drawings and specifications

he is competent to do so under delegation of powers
