When head of an office authorizes a Gazetted Officer serving under him to sign bills or payment orders in respect of claims presented at the treasury, he should :

Attest the signature of the officer who signs the bills

Communicate the Government servant's name and specimen signature to the treasury officer concerned

He cannot delegate such powers

Send a copy of the relevant order to the Treasury
