Before making payment on a bill at a treasury, the Treasury Officer has to ensure that

Drawing officer has signed the bill

The amount of the claim is legibly written both in words and figures

Adequate information as to the nature of the claim is given in the bill invariably unless for valid reasons which shall be so recorded in writing for not insisting on this requirement

Major head of account for classification is given
