What are the methods adopted by Finance Department of Govt. to exercise control over expenditure ?

by adopting all or any of the ways detailed at (A), (B), (C) above as the occasion demands

withdrawal of appropriation found to be in excess of requirement (resumption of fund)

obtaining additional appropriation by way of supplementary grant

transfer of appropriation from one unit to another by re-appropriation
